Associate Professor of History at Stockholm University, Sweden. He has published on state formation, institutions and organisations in the early modern period. He is currently leading a research project on welfare cities in the Nordic countries, c. 1870–1920, investigating the increase in municipal responsibilities for public services and the common good. He has previously studied political conflicts over the organisation of public services.
